Resolved no objections be raised.
26/0005/HH Grid Reference: E:330218 N: 267405 Proposal: Creation of new access Site Address: Oxenbrook, Norton, Presteigne, LD8 2EN. Resolved to object to the application due to the lack of visibility given the proposed high fence and lack of visibility splay.
Setting of Budget for 2026-27: Administration costs were agreed as £38,796 and the amount for the maintenance and running of Went’s Meadow £14,050. Small grants awarded totalled £15,675 and ongoing projects £18,345.

These new projects totalled £5,600.
This produced a budget of £92,466. It was agreed to use £4086 from free reserves and £5000 towards the cost of running the public toilets from the allocated toilet reserve and therefore set a precept requirement of £83,379.68. This would result in a precept of £61 per Band D property, an increase of £5 per year from that required in 2025-26.
Donations: The donation requests from national/larger organisations were considered and decided as follows –
URDD Eisteddfod – Refused. Donation would possibly be considered in future as the event was due to be held in Powys.
Cerebral Palsy Cymru – Refused
The Council notifies Powys County Council of its desired precept level and this is collected via Council Tax bills and passed on to the Council in three separate instalments.
The new budget will mean a weekly contribution of £1.17 for a Band D property.

Planning Applications: The following applications were considered:
25/1475/FUL Grid Reference: E:331238 N: 264776 Proposal: Change of use of building to community gym (part retrospective) Site Address: Salt Barn (former Depot), Mill Lane, Presteigne: Members considered the additional information supplied and it was agreed to submit the following extra comments –
Highways concerns – traffic to the site (already open and operating) is travelling too fast, much faster than when the site was in use as a highways depot. The number of vehicles has also increased. The Town Council requests that this is fully addressed and that serious consideration be given to reversing the direction of traffic along Pound Lane – it understands that in a letter to a resident it was stated by the Highways Department that this could be possible.
The site is contaminated land and it has been disturbed. This needs investigating.
The stability of the slope of the site should be checked.
Concerns over the opening hours.
Concerns over foul water disposal.
Noted that the site owner is not as stated on the application form.
Noted that the applicant has confirmed that he is willing to put in place mitigation measures to protect biodiversity and to ensure compliance of any external lighting with dark sky requirements.

Wind Energy Development Application: PEDW Application Reference: DNS CAS-01907-D7Q6Z1 Proposal: The construction and operation of energy park, including wind energy development and associated infrastructure and habitat management areas Site Address: Nant Mithil Energy Park, 9km East Of Llandrindod Wells, Powys: Cllr. Edwards opened the item for general discussion and the Members discussed the development in general and the various concerns raised by campaign groups etc and then received a short report from Cllr. Harling-Bowen on the effect of the proposal on the Presteigne and Norton Dark Sky Community. He stated that the proposed development would –
Have an impact on local amenity; visual impact from Presteigne and Norton International Dark Sky Community and on individual residences.
Have impacts on local landscapes and the enjoyment of those landscapes from publicly accessible areas, including rights of way and roads, especially the enjoyment of the night sky by residents and visitors.
Impact on the local economy including tourism businesses. Several businesses have invested heavily and benefitted following the successful application of Presteigne and Norton to become an International Dark Sky Community in January 2024. The first dark sky community in England and Wales. Some visitors had specifically asked for a dark sky environment so that they can use their telescopes and cameras to film stars and the dark night sky.
Finally inaccuracies and misrepresentations in the application documents. The Environmental Statement produced by Bute Energy has not assessed the Presteigne and Norton International Dark Sky Community.
Members also had concerns over the visual impact for the Offa’s Dyke national path.
